It also calls for librarians to always observe that the well-being of the public and interest of the State are above the well-being and interest of any individual. Interestingly, and similar to the Indonesian code, we see an emphasis on the duty to the state. As a starting point, again, this differs from the western codes we have discussed, which emphasise wider society above the state. It is possible, for instance, to see occasions where the duty to the state may put one in conflict with a duty to the wider society.

This statement then is an essential appendix to the ethical code. The second statement of the ethical code states that members must make every effort to promote and maintain the highest possible range and standards of library service to all segments of Canadian society. The emphasis here is on diversity and quality of service. The next statement commits members to facilitate access to any or all sources of information which may be of assistance to library users. Again this statement relates to breadth of materials, but also user assistance in accessing those materials.

It seems churlish on the one hand for librarians to campaign on issues such as privacy and rights to anonymity, when we may be prepared to give outside bodies access to the same data for purchasing decisions on our behalf. Cataloguing and classification This may seem an unlikely area for ethical reflection: however, there are issues that should be considered. One of the first tools a user may employ to find information is the library catalogue. To make the catalogue as accessible as possible the challenge for the cataloguer is to ensure an item is classified and catalogued appropriately, but this does not always mean to the absolute standard available.
